The Colorado Legislature is fast tracking a bill to raise the fees associated with adjudicating ground water rights. (The legislature is looking for ways to increase revenues in anyway it can.) The raise in rates will be effective March 1. The bill is SB09-216, which may be found at http://www.leg.state.co.us/Clics/CLICS2009A/csl.nsf/BillFoldersSenate?OpenFrameSet. If you are considering adjudicating your rights, you may want to keep this bill in mind. This year the supper will be held on Tuesday, February 24th, from 5:00 – 7:00 PM in the Shared Sanctuary of Peace in Christ Church. The supper proceeds benefit the Friends of Mike Fisher in their fund raising efforts to help Mike get a Double Lung Transplant and Peace in Christ’s General Fund. Cost is $5.00/person or $15/family up to five people. Call 303-646-6528 or visit www.PeaceInChristELM.org for more information.

*
From the Elbert County Office of Emergency Management: "On Wednesday, February 18, 2009, The Sheriff’s Office, at the recommendation of the Fire Chiefs Association, increased the county wide burn ban for all unincorporated areas of Elbert County to a Stage II restriction level. This will remain in effect until further notice. This is a result of unusually high fire danger due to lack of precipitation and high winds causing red flag warnings within Elbert County.
*
"Under Stage II restrictions, no open burning is allowed, the sale and use of fireworks and education rockets are prohibited. The safe use of charcoal and gas grills are allowed and not affected by this ban. Violation of the burn restriction carries penalties for 1st time offenses of $110.00 as set forth in the county burn restriction ordinance 06-01.
*
“ 'With the unusual fire weather conditions being experienced during the winter months, and low precipitation, we determined it would be a proactive move to prevent wild land fires,' said John Hillmann, Big Sandy Fire Protection District Chief and Fire Chief Association Chairman.
*
For further information call the Elbert County Office of Emergency Management at 303.805.6131 or your local Fire Protection District."
*
From the Double El/Agate Conservation Districts' Newsletter: Drought *
"Background: The late 1970's to late 1990's were the longest drought free spell in recorded history in Colorado. The 1990's were the wettest decade ever in Southern Colorado. No one knows for sure what the future will bring. Expect a loss in forage crop and stock accordingly. Recovery will take three to five years and could be as long as 8-10 years.
*
"Due to the effects of drought expect : Loss of ground cover - potential damage to soil due to floods, 30% to 40% loss of cool season plants, 25% loss of warm season plants, declining animal performance, increased livestock poisoning."
