Elbert County and the towns of Elizabeth, Kiowa, and Simla are seeking public comment on the Draft Elbert County Multi-Hazard Mitigation Plan. All comments will be considered for incorporation into the final plan and must be submitted in writing by July 15, 2009, by mail, email or fax to:

This plan is intended to guide hazard mitigation activities and better protect the people and property of the County from the effects of disasters. Proactive mitigation planning will help reduce the costs of disaster response and recovery by protecting critical community facilities, reducing liability exposure, and minimizing overall community impacts and disruptions.

The plan has been prepared in partnership by Elbert County; the incorporated towns of Elizabeth, Kiowa and Simla; the Elizabeth, Kiowa, and Rattlesnake Fire Protection Districts; and the Kiowa Conservation District.

Each year in the United States, disasters take the lives of hundreds of people and injure thousands more. Nationwide, taxpayers pay billions of dollars annually to help communities, organizations, businesses, and individuals recover from disasters. Many natural disasters are predictable, and much of the damage caused by these events can be alleviated or even eliminated through proper planning and implementation. Community input is essential to success in any planning process.

The Federal Emergency Management Agency (FEMA) defines hazard mitigation as “any sustained action taken to reduce or eliminate long-term risk to human life and property from a hazard event.” The Disaster Mitigation Act of 2000 requires that local governments have hazard mitigation plans approved by FEMA to be eligible for hazard mitigation funding programs. Upon approval of the final plan by FEMA, it will be formally adopted by the governing boards of the participating jurisdictions.

Public Notice in the Ranchland News: Elbert County is planning to submit a Community Development Block Grant (CDGB) application to the State of Colorado, Department of Local Affairs. CDBG funds are intended to provide decent housing, suitable living environments and economic opportunities, principally for low and moderate-income person through rehabilitation and preservation, economic/job development and public facilities improvements. The application being considered would request up to $50,000 to conduct a countywide housing needs assessment. No matching funds from Elbert County are required. A public hearing will be held at 7 PM on Tuesday, July 7th to obtain citizen views and to respond to proposals and questions related to a proposed housing needs assessment that will identify gaps in the housing stock, which may be used as a planning document for future developments, including affordable housing. The Household Hazardous Waste Roundup will be held on Saturday, May 30th, 2009, from 8 AM to 1 PM, at the Elbert County Compactor, 5251 CR 124, south of Elizabeth. The cost will be $20/vehicle. this event is open to Elbert County citizens only. Please bring a current driver's license or Elbert County vehicle registration to participate. Elbert County residents will be allowed to dispose of a maximum of 20 gallons of waste per household. Acceptable items will include: paint, automotive fluids, house and garden chemicals, batteries, propane tanks, mercury, fireworks, ammunition, newspaper, aluminum, metal and glass bottles. Each household may also bring one computer or box of electronic items for recycling. For an additional charge, tires and appliances and household trash may also be disposed of.
